What is Proposed?

  • Iberdrola / Deerfield (Searsburg / Readsboro): Technical hearings have concluded and parties are now filing final legal briefs in this case. The Public Service Board may be reaching a decision sometime soon, perhaps in spring or summer of 2009.   • First Wind (formerly UPC) / Sheffield: A recent decision by the Vermont Supreme Court supports the Public Service Board's issuance of a conditional certificate of Public Good for this project. Construction could begin in the spring of 2009, pending approval of a stormwater management permit. See http://www.sheffieldwind.com/sheffield. The Public Service Board's proceedings are available at: http://www.state.vt.us/psb/document/7156upc/upc-main.htm  Power purchase agreements have been signed with Burlington Electric Department and Vermont Electric Co-op for 90% of the project's output. Burlington Electric Department has a 20 year contract for 50% of the project's output. Vermont Electric Cooperative has a 10 year contract for 40% of the project's output.
  • /Noble Environmental Power / Grandpa's Knob (Castleton) Wind data collection continues on the site. Noble has closed its Rutland, VT office if only temporarily, due to uncertainties in the financial markets. Noble's website is: http://www.noblepower.com/our-windparks/GrandpasKnob/index.html
  • Manchester-Equinox / Endless Energy: A 5 turbine project proposal is currently on hold. See project description at http://www.endlessenergy.com/equinox.shtml
  • Lowell Mountain: Kingdom Community Wind, in partnership with Green Mountain Power and VT Electric Co-op, is investigating the potential of developing a 30 to 42 MW facility in Lowell. http://www.kingdomcommunitywind.com/
  • Milton / Georgia Mountain: The Harrison family is working to install 3-5 turbines on Georgia Mountain in Milton. The website for the project ishttp://www.georgiamountainwind.com/team.htm
  • Glebe Mountain, Londonderry / Catamount energy : A proposal for 40 MW (19 turbines) near the existing Magic Mountain ski area. Project withdrawn.
  • East Haven / EMDC: A proposal for 6 (MW) Megawatts (4 turbines) on the site of an abandoned radar base. The Public Service Board has denied a Certificate of Public Good to EMDC. EMDC filed an appeal for reconsideration, which was rejected. EMDC's website is:

    The current crop of proposals would yield about 100 MW of independent renewable power in Vermont or about 33MW at 33% capacity factor.

    No one has proposed that every ridgeline in Vermont be developed, only those few that meet the criteria of sufficient wind resource, combined with existing infrastructure and closeness to transmission lines. This amounts to less than a dozen sites around the state.

    The Dept. of Public Service has already published reasonably comprehensive windfarm siting guidelines, which are for the most part followed by the existing proposals.
